Utility Management, Coordination, Research & ROW Support

RT Engineering provides utility research, generation of utility matrix, establishing conflict dispositions, coordination, third party design coordination, meeting management, minutes, Caltrans right of way manual, Ch. 13, Caltrans PDPM, Section 600 Utilities knowledge and familiarity with paperwork for Caltrans exceptions with respect to utilities, Utility Design Sheets, Notice to Owners, potholing coordination, review/generation of potholing plans, constructability reviews.

RT Engineering & Associates, Inc. (RTEA) supports the Ferrovial / Griffith Company Joint Venture on the Design Build team with Utility Management & Design Services, ROW Research & ROW Requirement Exhibits

 

Construction Package 4 (CP 4), has an estimated cost of $444M for the 22-mile stretch bounded by a point approximately one mile north of the Tulare/Kern County Line at the terminus of Construction Package 2-3 and Poplar Avenue to the south. CP 4 will include construction of at-grade, retained fill and aerial sections of the high-speed rail alignment and the relocation of four miles of existing Burlington Northern Santa Fe (BNSF) tracks within the 22 miles. 

 

RT Engineering & Associates, Inc. (RTEA) Services:

 

Utility Management & Coordination - updated the utility conflict matrix, reviewed the basemaps for the latest utility design developments, development of conflict resolutions & dispositions for utility facilities, generate schedule of utility relocations, preparation of potholing plans, conducted negotiations on utility design & construction agreements, Third-Party Coordination with Caltrans & BNSF, development of specifications and assisted procurement with QA on RFP packages for utility relocations, identify long lead items for procurement, and management of buy America requirements and documentation.

 

Right-of-Way Support – ROW research, and development of ROW Requirement Exhibits, Right-of-Way Certification Forms for the Agency with justifications.  Maintain ROW – ROE Tracking Matrix.


Dry Utility Designs – RTEA provided utility design relocations and specifications for AT&T Communications, Bright House Communications (Charter) & Frontier Communications for this 22-mile project in Bakersfield/Wasco, CA.




SBCTA I-10 Corridor Express Lanes (10-miles) Contract I

Utility Management & Coordination Services



RT Engineering & Associates provides Utility Management, Coordination and Permitting services for the I-10 Corridor Express Lanes Contract as a subconsultant to the Lane Security Paving Joint Venture Design Build Joint Venture.  This segment is approximately 10 miles in length and includes design and construction of two express lanes in each direction of I-10 from the Los Angeles/San Bernardino County line to the I-10/I-15 Interchange.  The existing HOV lanes will be repurposed to express lanes.  The project will reconstruct and/or modify existing ramps at 10 interchanges, 7 local arterials, and 26 structures, including box culverts and new or reconstructed retaining walls and sound walls. 


RT Engineering & Associates (RTEA) duties include assistance with Third Party Coordination of 14 utility companies, the development and execution of Utility Agreements, management of early relocation designs on dry utility third party designs, review ROW requirements for utility relocations, TCE, partial acquisitions, utility easements, identification of betterments, encroachment permits in Caltrans, local cities.  Utility Matrix with management of over 462 utilities identified, review of updated composite utility composite maps and management of utility schedule, weekly/monthly reporting, participation in Technical Work Groups (TWG) Meetings.
