San Gabriel Trench Grade Separation Project ($498.5M)*



San Gabriel Valley, Los Angeles County, California

As a Senior Project Manager, and direct employee to ACE Construction Authority, Regina Talamantez was responsible in the management of two projects:

San Gabriel Trench Grade Separation Project ($498.5M)

The project consists of lowering the railroad tracks for approx. a 2.2-mile stretch through the City of San Gabriel, which results in constructing four grade separations: Ramona Street, Mission Road, Del Mar Avenue, and San Gabriel Boulevard. This project is environmentally sensitive and contained cultural resources, which required a full Section 106 process to be implemented in with the EIR/EA document. 

Project Elements:

  • 4 new bridge overpasses for vehicular traffic
  • 3 sewer siphons; 1 pump station; storm drain & sewer conveyance systems
  • 2 new railroad bridges over Alhambra Wash and Rubio Wash
  • Construction of new 1.4 mile trench structure, railroad shoofly & future mainline tracks

 

Project Management Responsibilities & Duties:

Regina was responsible for leading and managing the design consultants on this project and her responsibilities included: preparation and execution of agreements, which included utility, design reimbursement, construction, and maintenance agreements between City, County and Union Pacific Railroad.  She reviewed critical path schedule and ensured expended costs complied with cash flow projections according to the project’s WBS and verified detailed billing of hours worked and references to the monthly progress report for tasks accomplished on the Earned Value Report.  She maintained the schedule and met milestones set for deliverables on the project.  She managed this project from a conceptual stage through environmental, right-of-way, preliminary engineering and final design (85%PS&E) phases.

Temple Avenue Train Diversion Project ($100M)*


UPRR LA & Alhambra Subdivisions, Industry, CA

The purpose of the project was to eliminate train traffic from a section of railroad right-of-way in the City of Pomona which includes congested at-grade crossings at Temple Avenue and Pomona Boulevard, a train diversion route has been constructed across farmland to connect to an existing parallel Union Pacific (UPRR) railway that is already grade separated.  

 

Project Elements:

  • 2 new bridges: railroad bridge across San Jose Creek and a vehicle underpass for Cal Poly Pomona’s Spadra Farm.
  • construction of a third mainline track to converge and manage the capacity of current train traffic
  • Grading for a new fourth mainline right-of-way for 2.3 miles, from Temple Avenue to SR-71 in the City of Pomona
  • Permanent Soundwall construction for Lanterman State Hospital
  • Strengthen existing flood control channel to withstand railroad surcharge
  • Installation of new irrigation line for Agricultural Department at Cal Poly
  • Modification to signalized intersections and traffic signals.
  • Los Angeles County Flood Control District storm drain and water piping, catch basins & structures.
  • Install casing and RGRCP below operating Railroad Tracks
  • Construction of Los Angeles County Sanitation District sewer mainline and structures.

 

Project Management Duties:

  • Regina was responsible for leading and managing the construction management team and construction contractors on this project and her responsibilities included
  • Manage & support construction management consultants for the project.
  • Coordination with the UPRR, Walnut Valley Water District, SCG, SCE, Verizon Telecom, Level3 Communications, Sprint Telecommunications, including both public agencies and private property owners
  • Coordinate and resolve outstanding issues with UPRR.
  • Resolve outstanding Notice of Potential Claims for construction.

  • Obtain Substantial Completion and conducted project close out per Caltrans/Local Procedures Manual.
  • project closeout procedures with Department of General Services for the scope of work involved with the Lanterman State Hospital and Cal Poly State University. 
  • Providing LACSD and LACFCD with new Plats & Legal Descriptions for right of entry agreements
  • Provided As Built Plans to the major stakeholders: City of Pomona, LACSD, LACFCD, Cal Poly State University.
  • Implemented & tracked Mitigation Monitoring & Reporting  ENVE Mitigations Measures
  • ENVE conformance of permits: RWQCB 401, USACOE 404, CDFG 1601, USFWS biological opinions

Program Management - Engineering Services Manager (IPMO)

As Engineering Services Manager, Regina Talamantez, managed the engineering design & program management consultants, generated cost and schedule proposals, negotiations, and developed the consultants work plan for the Program.  Coordinate and supervise planning through the revenue operations. Managed Right-of-Way responsibilities, utility coordination, environmental compliance - (ADA Ramp, MMRP) during construction phase of the project. Risk management assessment and conduct presentations to the FTA and PMOC for the project Quarterly and Monthly respectively. Develop & present reports for the Administrative & Finance Committee and the Board of Directors.

Project Overview: sbX Bus Rapid Transit (BRT) E Street Corridor Project & Vehicle Maintenance Facility Project ($192M)

  • sbX Bus Rapid Transit (BRT) E Street Corridor project funded through Federal Transit Authority (FTA).
  • The sbX service, using Compressed Natural Gas (CNG) 60-foot vehicles, travels a 15.7-mile corridor that spans between northern San Bernardino and Loma Linda.

 
The project includes 16 art-inspired stations at key university, government, business, entertainment and medical centers as well as four park-and-ride facilities – making it easy to go to work, shop and play.
 
The Vehicle Maintenance Facility (VMF) was required to be modified to support the use of the new 60' articulate buses in lieu of the 40' buses used currently.  The bus wash, fueling station, and maintenance bays in the mechanics shop were all modified during active operations at Omnitrans Headquarters.

RT Engineering & Associates, Inc.
